Enter a full birth date and the last four digits of a California driver license or identification card. A voter without either may enter the last four digits of a Social Security number. When the system needs another match point, it asks for the first three characters of the first name.

Authorized voter-file applicants can receive more than a voter sees on the status screen. Unique registration and county voter IDs help officials manage records. Date of birth, gender, birthplace, language, mail-ballot status, and a status reason may appear in authorized data. These fields do not turn the file into a general public directory.
Confidential by law. Elections Code § 2194 withholds driver license and identification numbers, Social Security numbers, unique voter identifiers, and signatures. Protected voters are excluded from released lists.
Laguna Niguel Rolls Stay Restricted
Myth: voter records work like a public phone book. They do not. Elections Code §§ 2188 and 2194 limit access to election, scholarly, journalistic, political, or governmental purposes approved under state rules. Personal, private, and commercial uses are prohibited. Applications identify the requester, exact data sought, and intended use. The office keeps them for five years.
A resident can inspect their own status through a verification tool. A qualified requester must apply for a data file, show identification, explain security, and use the data only as approved. Elections Code § 18109 makes unlawful acquisition or use of voter registration information a misdemeanor.
The same boundary rules out stalking, harassment, threats, impersonation, or exposing a protected address. Penal Code §§ 646.9 and 653.2 address stalking and harmful publication of identifying information. Civil Code § 1708.7 allows civil remedies.

Safe at Home is California's address confidentiality and mail-forwarding program. It supports confidential voter registration and government-address substitution. Applications go through a designated enrolling agency, not an online form. Certification lasts four years.
Elections Code § 2166.5 allows a participant's residence address, phone, and email to be confidential. Orange County leaves confidential voters out of released lists, rosters, indexes, and public data requests. County guidance also cites Elections Code §§ 2166, 2166.7, and 2166.8. Participants should not use the standard online registration form.

Order California Voter Registration Data
Qualified applicants may request statewide, county, or district data from the California Secretary of State. The state also processes up to ten specific voter records per application. Applicants select a qualification and purpose, explain data security, identify the scope, and supply identification and payment.
- Complete the application with contact details, beneficiary organization, qualification, purpose, scope, and security measures.
- Choose options such as inactive records, voting history, or precinct-to-district data when needed for the approved work.
- Attach an ID copy and payment, then mail or hand-deliver the signed form. Fax and email are not accepted.
- Allow 7 to 14 business days after receipt and review. Files arrive on encrypted DVD as plain-text, tab-delimited data; specific records arrive by encrypted email.
The state charges $15 per 1,000 records, capped at $100. A specific voter record costs $30, also capped at $100. The application limits all later use to the stated purpose.
Request Orange County Voter Data
Orange County offers local products through its voter-data request program. A qualified requester sends a wet-signed application, payment, identification, and proof of qualification. Submit by mail or in person to 1300 South Grand Avenue, Building C, Santa Ana. Fax and email are not accepted.
A weekly countywide file with voting history costs $37. A customized file costs $80, while activity or returned mail-ballot products cost $49. A printed Street Index or Walking List costs $1.50 per 1,000 voters plus $0.06 per page. Copies for up to ten specific voters cost $0.15 per printed page.

Paying a fee does not create open access. Eligibility and the stated purpose still control release.
Use stays limited. Orange County prohibits commercial use, and Elections Code § 18109 makes acquisition or use outside approved terms a misdemeanor.

Laguna Niguel Voter Roll Updates
VoteCal is California's central voter-registration database and official system of record. It supports duplicate checks, inter-county moves, precinct and district assignment, party preference tracking, and death or felony checks. County election systems exchange data with VoteCal.
Orange County updates records daily from voters and government sources. It may use third-party data to contact a voter, but that data cannot directly alter a record. An inactive status or stale address should prompt an official update, not the assumption that an outside list changed the roll.
Qualified state applicants may select inactive records. Status reasons and registration dates aid interpretation, but a status label alone does not show why a person missed an election.

Laguna Niguel Voter Roll Numbers
Orange County Data Central's registration line, accessed July 13, 2026, listed 46,117 active Laguna Niguel voters. It included 17,583 Republican, 14,852 Democratic, and 10,073 with no party preference. Smaller totals were 2,578 American Independent, 593 Libertarian, 192 Peace and Freedom, 174 Green, and 72 miscellaneous.
These figures describe one point in time, not a name list. They will move as new registrations, cancellations, address changes, and status updates reach VoteCal. Countywide totals on the same date were 1,904,881 active and 145,959 inactive voters.
Aggregate counts support civic research without exposing identity fields. Record the report date when comparing party or status totals.
Older Laguna Niguel Voter Registers
Historical research needs an archival fallback. Orange County Archives is the official county repository, and county material identifies voter registration among its holdings. No public catalog located in the research gave exact poll-book or Great Register years for Laguna Niguel. Contact the archives with a name, date range, and South Orange County place terms.
Laguna Niguel incorporated on December 1, 1989. Earlier residents may appear under Orange County, Rancho Niguel, Moulton Ranch, Capistrano Valley, or nearby communities rather than a city heading. California State Archives holds some county voter registers, but coverage varies.
